在礦山生產(chǎn)經(jīng)營(yíng)中，我們始終視“安全”為各項工作的重中之重，嚴格遵守國家的法律法規，認真執行各項政策規定，牢固樹(shù)立“安全直接危及企業(yè)生存”的理念，把生產(chǎn)安全、環(huán)境安全、財產(chǎn)安全統籌納入企業(yè)安全管理體系，堅守安全生產(chǎn)方針，明確安全管理目標，嚴格執行安全管理措施，必須在確保安全的前提下開(kāi)展各項工作。

安全生產(chǎn)方針：堅持“安全第一，預防為主，綜合治理，全員參與，持續改進(jìn)”。

安全管理目標：牢固樹(shù)立“紅線(xiàn)意識”和“底線(xiàn)思維”，對安全工作堅持做到管理縱向到底，橫向到邊，不留死角，對涉及安全生產(chǎn)的各種不良行為都要實(shí)行“零容忍”，嚴格控制事故發(fā)生率，消除職業(yè)危害，確保職工生命安全和公司生產(chǎn)的平穩運行。

安全管理措施：

1、認真宣傳貫徹國家安全生產(chǎn)方針，制定《公司安全管理制度》，并嚴格遵照執行；

2、建立健全《各崗位安全生產(chǎn)責任制》與《安全技術(shù)操作規程》，把安全生產(chǎn)職責全面落實(shí)到相關(guān)部門(mén)和相關(guān)負責人，以點(diǎn)帶面，建立安全生產(chǎn)領(lǐng)導機構和管理機構，形成暢通的安全生產(chǎn)管理網(wǎng)絡(luò )。

3、建立安全標準化管理體系，全面、系統、持續地識別、評估和控制生產(chǎn)經(jīng)營(yíng)活動(dòng)中的風(fēng)險，制定切實(shí)可行的安全生產(chǎn)目標，通過(guò)全體員工的努力來(lái)持續改進(jìn)我們的安全工作業(yè)績(jì)，確保人身、財產(chǎn)安全。

4、提供人力、物力、財力支持，充分調動(dòng)各種資源，以保證安全標準化工作長(cháng)期持續運行，確保公司實(shí)現安全生產(chǎn)目標。 加大安全生產(chǎn)投入并保證投入的有效實(shí)施，加強生產(chǎn)技術(shù)及設備的改造更新，提高本質(zhì)安全水平，制定有效的事故處理和防范措施，防止傷亡等各類(lèi)安全事故發(fā)生。 

5、為員工提供必要的安全生產(chǎn)教育培訓條件和機會(huì )，強化安全教育培訓，廣泛宣傳安全生產(chǎn)法律、法規、標準和規章制度，積極開(kāi)展安全生產(chǎn)活動(dòng)，建設企業(yè)安全文化。 

6、向員工提供勞動(dòng)保護用品和特殊防護用品，加強對員工勞動(dòng)保護用品和特殊防護用品的使用、維護的管理，確保員工安全與健康。 

7、督促檢查企業(yè)的安全生產(chǎn)工作，及時(shí)排查、整改、消除事故隱患，堅決反對違章指揮、違章作業(yè)和違反勞動(dòng)紀律的行為。 

8、組織制定、修訂、實(shí)施重大危險源事故、自然災害和其它事故應急救援預案，定期組織對員工進(jìn)行應急救援預案的學(xué)習培訓和演練。 

9、及時(shí)、如實(shí)地向當地政府報告安全生產(chǎn)事故，全力配合、協(xié)助對事故的調查處理。 

10、公布安全生產(chǎn)業(yè)績(jì)，接受員工和公眾的監督，使我們的安全標準化工作得到持續改進(jìn)和提高。 

集團各子公司主要負責人是安全生產(chǎn)的第一責任人，每位員工對公司的安全生產(chǎn)有義不容辭的責任。 

Safety first and grasping firmly

In the mine production and operation, we always regard the "safety" as the most important thing among all work, strictly obey the state laws and regulations, carry out the policies carefully, firmly establish a “security can directly endanger the survival of enterprises” concept, take production safety, environmental safety, property safety as a whole into security management system, hold fast to the policy of security production, clearly make sure the target of security management, strictly carry out the measures of security management, and start to work under ensuring the security premise.

Safety production policy: Adhere to “safety first, mainly on prevention, comprehensive treatment, full participation, continuous improvement”.

Safety management target: We will establish “red line consciousness” and “bottom-line thinking” firmly, stick to manage it vertically and horizontally without any hole for security work, implement "zero tolerance" for all kinds of bad behavior in involving safe production, strictly control accidents rate, eliminate occupational injury, and make sure the life security of workers and the stability production of company.

Security control measures:

1、We will earnestly implement the policy of security production, set out Company Safety Management Policy and strictly carry it out.

2、We will establish completely Safe Production Responsibility System of Each Position and Safe Operation Regulations. Safe production responsibility should be fully implemented in relevant departments and officials. Let’s use one people to guide a whole company, build safe production’s leader structure and management structure, and form a smooth network in the management of safety production.

3、We will establish a safe and standardized management system to comprehensively, systematically, continuously identity, assess and control the risks in production and operation activities. We will set out feasible safety target, through the efforts of all employees, to continuously improve our safety performance, and to ensure personal safety and property security.

4、We will provide man-powered, material and financial support, and fully mobilize various resources to ensure that the safety standardization work can be long-term continuously operated, and to ensure that the company can achieve safety production target. We will increase investment in safety production and ensure the investment can be effectively implemented, strengthen the upgrading of production technology and equipment, improve the level of security, set out effective accident handling and preventive measures to prevent injuries and deaths and other types of security accidents.

5、We will provide the necessary training conditions and opportunities to employees for safety production education, strengthen safety education and training, widely publicize safety production laws, regulations, standards and rules, actively hold safety production activities and build enterprise culture in safety.

6、We will offer labor protection and special protective equipments to staffs, strengthen the management in using and maintaining their equipments, and make sure their safety and health.

7、We will urge employees to check the company’s safety production work, timely check, restructure, and eliminate potential accidents, resolutely oppose the act in illegal command, illegal operations and violating labor discipline.

8、We will organize to make, revise and carry out contingency plan for major hazard source accidents, natural disaster, and other accidents, and regularly hold the training and training exercises of contingency plan for staffs.

9、We will promptly and truthfully report safety production accidents to the local government, and fully cooperate with and assist in the investigation of the accidents.

10、We will announce results of safety production, and accept supervision of employees and the public, in order to make our safety standardized work get improvements.

Each subsidiary’s main official is the first responsibility of safety production, and every employee has his duty for our company’s safety production.
